Context:

Due to a defective price sticker provided by an institution, a product's packaging was damaged. Although the small subcontractor offered to compensate out of pocket, the product supplier rejected this offer, believing that a vulnerable small business shouldn't bear the burden and that the primary public institution (the client) should take full responsibility. However, when the supplier subsequently claimed compensation from the institution, the institution refused to pay, arguing, "Since the supplier already rejected the subcontractor's compensation offer, you can no longer claim compensation from us."

Question:

Do you think it is a valid logic for the public institution to evade its responsibility, simply because the product supplier refused to let a vulnerable small subcontractor take the financial blame and insisted that the primary institution take responsibility?
